The bill
(Reg. No. 2352a) is aimed at regulating legal relations with the participation
of the Ministry of Finance, local financial authorities, the State Treasury
Service, the State Financial Inspection and their territorial authorities, as
well as income and levy authorities by determining for them separate categories
of cases when they are exempt from paying court fee. According to the Committee members, exempting state executive authorities from paying court fee will lead to a decrease in respective revenues to a special State Budget fund and, as a result, to a decrease in funding judicial authorities which contradicts article 130 of the Constitution of Ukraine.
